All fees are due at the time of submission. Fees are non-refundable, regardless of the outcome of a case. Every application must be accompanied by the appropriate plans, rendering, statements and other documents. If the applicant is not the owner for the property in question, a letter from the property owner acknowledging and consenting to the actions proposed MUST be provided with the application. ***BE SURE TO INCLUDE A COPY OF THE ZONING APPLICATION WITH YOUR ONLINE SUBMITTAL IN THE ATTACHMENTS SECTION*** If you mail in a check for payment, please except a delay in your submittal process. All pending cases are required to have a zoning public hearing notice sign (i.e. a Zoning Sign) posted onsite visible from a public right-of-way at least two (2) weeks prior to a case’s scheduled public hearing. This sign is provided by staff but must be posted by the applicant. Failure to do so can cause delay in your review and approval process.

Appeals
The owner or occupant of a building or structure or any directly aggrieved person may appeal the City of Laurel board of Appeals from a final decision of the Director of the Department of Economic and Community Development, their designee, the Planning Commission or any office or body where it is alleged by the appellants that there is an error in any refusal of building, use or occupancy permits or in any other order, requirement, decision, or determination in the administration of the Code or Subdivision regulations.
Notice of such appeal shall be in writing and filed within thirty (30) days after the decision is rendered denying the building use or occupancy permit or other order. Appeals hereunder shall be on forms provided by the Department, who will notify the appellant in writing of the time and place set for the public hearing.

Variance
Modification of zoning regulations governing yard setbacks, lot coverage, bulk, density, landscaping and green space requirements. Variances are granted based on a demonstrated hardship relating to the circumstances of a specific property. The full criteria used to determine the existence of a legitimate hardship can be found in Sec. 20-5.2 of the Unified Land Development Code. Variance requests must be presented before the Planning Commission for recommendation prior to presentation to the Board of Appeals.

Special Exception
Uses which are permitted under specific circumstances and contingent on analysis and review from staff and the Planning Commission. Some uses, while limited to certain zoning districts, are only permitted by special exception throughout the City. Examples include houses of worship, automobile uses, liquor stores, carryout and fast food restaurants, rental halls, and telecommunications facilities. The criteria by which special exceptions are judged are located in Sec. 20-21.1 and Sec. 20-22 of the Land Development Code.

Sign Modification
Sign modification, also called a ‘sign waiver’, allows deviation from the strict application of Article VII of the Land Development Code, which governs signage. Applicant must demonstrate a hardship. Criteria for determining a hardship are located in Sec. 20-17-7 (g) of the Land Development Code.

Forest Stand Delineation
Required for any subdivision, site, grading or development plan for tracts of forty thousand (40,000) square feet or more. Must be submitted during the initial stages of a development application, prior to or in conjunction with submission a Forest Conversation Plan. Zoning Map Amendment
Also known as a ‘map amendment’ or ‘rezoning’. Requests to change the zoning category for a specific property to a zoning category more harmonious with the existing onsite use, neighboring properties, and the Comprehensive Master Plan. Application fees are assessed according to the proposed new zoning category, not the existing.
