Vice Chairwoman Snyder called the meeting to order at 6:00 p.m. and asked for a roll call. Four (4) Commissioners answered present, constituting a quorum. Vice-chairwoman Snyder then read the Opening Statement.
Vice-chairwoman Snyder asked if there were any corrections to the Minutes from the Regular HDC meeting held on April 18, 2023. There were none.
On a motion by Councilmember Kole seconded by Ms. Leszcz, the minutes were approved on (4) four affirmative votes.
HDC-2023-0098 for 28 Post Office Avenue, submitted by Glynnis McPhee, Applicant is seeking approval to build a 782 sq. ft. two-story addition with (matching to house) roof and gutters, windows, replacement of current siding with Hardie plank in gray.
The applicant was present. Ms. McPhee briefly described details of the project. The Commission asked the applicant if they were putting shutters on the whole house, the applicant stated they were planning to however she is open to other suggestions. The Commission asked the applicant to just add them to the front/back of the house and not the sides since the side windows are different sizes and it would not be in sync. The applicant agreed to just put shutters on the front of the house.
On a motion by Ms. Frazier seconded by Ms. Leszcz, the application was approved on (4) four affirmative votes.
HDC-2023-0101 for 352 Main Street, submitted by Adebayo Bello, Applicant is seeking approval to install 68ft long and 10ft wide black metal fence on left side of 352 main building.
The applicant was present and explained the aesthetics of the fence and its use for a smoking section for the restaurant.
On a motion by Councilmember Kole, seconded by Ms. Leszcz, the application was approved on (4) four affirmative votes.
HDC-2023-0103 for 407 Main Street, submitted by Karl Griffin, Applicant is seeking approval to replace roof to prevent water infiltration. The building height will not change, but the roof will change from A frame to flat and from shingles to membrane style.
The owner of the building was present, Mr. Jeffrey Kozero, 17604 Hollingsworth Drive Derwood, Maryland 20855. He described the project. The Commission asked the applicant why he wants to change the style of the roof. The owner stated it will allow them to add windows to increase natural light since it is very dark in the garage. The height of the roof will remain where the current roof peak is, they are just bringing up the sides not adding another floor to the structure. Lastly, he added flat roofs will work if done correctly.
On a motion by Councilmember Kole seconded by Ms. Leszcz, the application was approved on (4) four affirmative votes.
HDC-2023-0104 for 519 Montgomery Street, submitted by Elmer Del Cid, Applicant is seeking approval to replace siding with Certain Teed Mainstreet Flagstone, add black shutters and build a privacy fence for back side and 4 ft. tall picket fence on front side.
The applicant was present, along with his daughter Jennifer Del Cid. She stated the front fence will be 4 ft and the back fence will be 6 ft and they will be (2) two different types of fences. (2) two sides will be black aluminum 4 ft., (2) two sides will be white vinyl 6 ft. They thought the front fence style was called picket; however, it is not. The Commission asked staff if the black fencing was allowed in the historic district. Staff stated there is no restrictions in the code for the requested style/color. The Commission commended the owner for all the improvements done to this property.
On a motion by Ms. Frazier, seconded by Councilmember Kole, the application was approved on (4) four affirmative votes.
HDC-2023-0107 for 209 Tenth Street, submitted by Nick Horvath, Applicant is seeking approval to replace existing chain link fence on front yard and right/front yard with wooden 3.5 ft. tall to match neighbors’ fence on front left side of yard.
The applicant was present. The applicant stated he wants to do a picket style fence and does not plan to paint it, will keep it as pressure treated wood. He plans on installing picket style fencing in the front and board on board on the side.
On a motion by Councilmember Kole, seconded by Ms. Frazier, the application was approved on (4) four affirmative votes.
The applicant asked if the Commission would approve the fencing to be 4 ft. on the front instead of 3.5 ft. The Commission agreed.

HDC-2023-0111 for 508/510 Main Street, submitted by Marvin Rogers, Applicant is seeking approval to install a new awning and new shutters in lack (3 sets) for Laurel Mill Playhouse.
The applicant was present and described his request and the history of his business on Main Street. He decided the storefront needed upgrades and believes it used to have shutters at one time in the past. The new awning will match up with the groomer’s new awning.
On a motion by Ms. Leszcz, seconded by Ms. Frazier, the application was approved on (4) four affirmative votes.

The applicant was present and stated that the current driveway gets muddy and is hard to use.
On a motion by Councilmember Kole, seconded by Ms. Leszcz, the application was approved on (4) four affirmative votes.

The applicant was present explained the nature of the work. The Commission asked the applicant what she plans on doing with the old step stones, the applicant stated some will be used for the landing and she may extend steps in the back of the house, however, she will hold on to any other extra pieces of granite.
On a motion by Ms. Frazier, seconded by Councilmember Kole, the application was approved on (4) four affirmative votes.
HDC-2023-0117 for 406 Laurel Avenue, submitted by Benjamin Brady, Applicant is seeking approval to pave existing dirt driveway, replace fence from wood to vinyl, porch and front door from white with oval window to Craftsman style wood stained with 2x 3 lights. The applicant was present and stated the work is to repair certain sections and add a more historical look to the house. Since the scope of the work as so large, the Planner, Mr. Mitchum read the staff report to the Commissioners. The applicant stated the current dirt driveway is actually gravel. He requested to add approval to paint front gables white and replace front porch step since it was missing from the application, the plan is to lay Timber tech material on top of the concrete step to match the current porch flooring, the Commission had no problems with adding the additional requests to this approval.
On a motion by Councilmember Kole, seconded by Ms. Frazier, the application was approved on (4) four affirmative votes.

The applicant was not present so the Planner, Mr. Joshua Mitchum, read the staff report. The Commission questioned if it was all the windows on the front of the house being replaced, staff confirmed yes.
